Clark's Grebe
Not the black does not go to or below the eye area.
Also note the bill color of the two birds.

Clark's Grebe

Note the width of the black stripe on the back of the neck of each bird.

Western Grebe

The black stripe is much wider on the Western Grebe than it is on the Clark's Grebe.
